Public proxies are so unreliable because they are widely spread and used.Sometimes you will find multiple websites with the same list of proxies posted for their members and visitors to use. A single proxy server may be found listed on hundreds if not thousands of websites.
A single proxy may have hundreds of people all trying to use it at the same time. So many people all trying to use a public proxy at once is too much and the proxy server ends up being so slow that using it is near impossible. It is difficult to find a public proxy that is reliable but anything that is public can be used by anyone and as a result is typically overused and sometimes even abused.
